Institutional barriers and social justice in PDET territories A reading from participatory parity
This article critically analyzes the structural obstacles facing social justice within the legal framework of Colombia’s Territorially Focused Development Programs (PDET), based on Nancy Fraser’s theory of justice. Although initially formulated for global contexts, Fraser’s categories—especially disempowerment, metapolitical injustice, and participatory parity—are applied here to assess how legal and institutional designs at the national and subnational levels limit the effective participation of rural communities affected by armed conflict. The article argues that the regulatory architecture of the PDETs, despite formally promoting participatory mechanisms, relegates communities to a purely consultative role, excluding them from decision-making spaces and reproducing a model of subordinate inclusion.
