Infraestructuras deliberativas inteligentes

una evaluación democrática de la IA

En esta comunicación se explora el impacto de la Inteligencia Artificial (ia) y sus diversas herramientas sociotecnológicas en la calidad de la deliberación política. Se analizan particularmente los procesos deliberativos que ocurren en los entramados institucionales bajo principios de representación política. La hipótesis propuesta es que la IA tiene, bajo ciertas condiciones, el potencial de participar activamente en procesos deliberativos dentro de marcos democráticos, mejorando la calidad del debate público, ampliando la inclusión y fortaleciendo la racionalidad colectiva. Para ello se proponen dos análisis consustanciales, uno de carácter teórico y otro de carácter metodológico: 1) las condiciones ideales que debe incorporar cualquier ia que intervenga en procesos deliberativos públicos para preservar su legitimidad democrática; y 2) el diseño de una matriz que permita verificar estas condiciones en casos concretos.
