Técnica de elaboración de normas de convivencia ciudadana
Uno de los principales problemas de las normas de convivencia ciudadana es la desactualización. Las normas que rigen las relaciones de los ciudadanos han devenido caducas y las soluciones que se buscan son estrictamente policivas, que no terminan por solucionar los problemas. Una de las causas es la indebida utilización de métodos de técnica legislativa. El presente escrito permite describir el método trialista para realizar normas de convivencia ciudadana. Este artículo es producto de la investigación terminada denominada “Metodología trialista de la elaboración de normas contravencionales para la convivencia ciudadana”, la cual fue aprobada en el marco de la Maestría en Teoría y Práctica de la Elaboración de Normas Jurídicas de la Universidad de Buenos Aires, dirigida por el doctor Miguel Ángel Ciuro Caldani.
