Infraestruturas deliberativas inteligentes

Este artigo explora o impacto da Inteligência Artificial (IA) e suas diversas ferramentas sociotecnológicas na qualidade da deliberação política. Analisa, em particular, os processos deliberativos que ocorrem em estruturas institucionais sob princípios de representação política. A hipótese proposta é que a IA, sob certas condições, tem o potencial de participar ativamente em processos deliberativos dentro de estruturas democráticas, melhorando a qualidade do debate público, ampliando a inclusão e fortalecendo a racionalidade coletiva. Para tanto, são propostas duas análises inter-relacionadas, uma teórica e outra metodológica: 1) as condições ideais que qualquer IA que intervenha em processos deliberativos públicos deve incorporar para preservar sua legitimidade democrática; e 2) a elaboração de uma matriz que permita verificar essas condições em casos específicos.
