    La contribución de las comunidades energéticas cooperativas a la lucha contra la pobreza energética

    El presente artículo analiza el potencial de las comunidades de energía constituidas bajo forma cooperativa como instrumento para combatir la pobreza energética. La revisión de la literatura realizada demuestra que, aunque la legislación portuguesa no impone una forma jurídica específica para estas comunidades, el modelo cooperativo resulta particularmente adecuado para abordar este problema social. Esto se debe a la convergencia entre el régimen jurídico de las comunidades de energía —ya sean comunidades de energía renovable o comunidades de ciudadanos para la energía— y los principios cooperativos, que se basan en la adhesión libre, el control democrático y la consecución del interés colectivo. Este estudio demuestra que, al privilegiar los beneficios ambientales, económicos y sociales por encima del lucro financiero, las cooperativas ofrecen un modelo de gobernanza y de reparto de valor capaz de reducir las desigualdades en el acceso a la energía, promoviendo una mayor justicia energética y contribuyendo, de manera sostenible, a la mitigación de la pobreza energética.
